We have around 20 citizens. Would it be right to ratify such a document with only maybe 50% voting in favor of it?

That's a good point. Maybe 15? That's 75% of our citizens, but I think it's enough leeway to be forgiving of any inactivity.

I'm not sure how active all our citizens are. My thinking is this. We advertise a voting period. We let whoever cast a yay or nay vote. It needs at least 10 votes in favor of it and a % greater than 66 or 75% or some other super majority target. So we have to reach a quorum of at least 10 yea votes and in getting to those 10 yea votes we need to hit the supermajority % target?

Set a signing period. Those who wish to sign the document will do so while those that dont will abstain from doing so. At the end of the signing period, if we have at least 10 signatures, the document is enacted and those players who signed become the first citizens.
Everyone else will have to await a citizenship law to get theirs back.

That's an interesting proposal but seems set up to kill dissension . Honestly though I don't imagine most anyone will vote no on this. Everyone who has wanted to chime in has chimed in and there seems to be a general agreement about the setup.

How about a super majority of active citizens, with active citizens being citizens posted on the forum within the last month (or 2), Any other citizen will be grandfathered in upon ratification unless they otherwise decline? I mean we should be able to discern active citizens from a quick look around the forum it's mainly the people who have posted in this plus a few new faces.

There is a good chunk of the citizenship that are citizens but haven't participated much if at all other than to apply for citizenship. I don't think we have any citizens left over from the region from 4 years ago that didn't re-up a month ago.
To put some numbers to it. We have 21 citizens (19 with citizen mask and 2 with non overlapping admin type masks). 6 of those nations only have 1 post and only 11 have more than 5 posts

We can have a pretty long signatory period to try to get as many people as possible still.

Well then the remaining questions are:
1) What is the threshold for a supermajority?
2) How long should we give for the ratification?
I'm thinking % should be 66 or 75. In real terms of our active citizens right now that would mean we would need at least 8 or 9 yes votes if all 11 of the people with at least 5 posts vote. It's entirely possible that more people than that group will vote and we should encourage people to sign up for citizenship to vote as well imo. But it seems like we would get at least 11 people voting no matter what and if at least that many people vote we will already have that 10 yay vote quorum anyway so it all sounds good.
As far as how long for people to cast a vote for ratification I would say a week.You might be able to convince me for longer than that but I wouldn't go shorter

Yeah 66% or two thirds I think is good for the super majority. As for time I don't want to be too restrictive so I agree no less than a week, I was thinking maybe two weeks just to give as many people as much time as possible who want to vote yes or no, All the extra week would be negatively affecting is just we have to wait a week to amend the constitution/pass new laws. So it would still be par for the course if we do the two weeks. I'd say a month at the longest as well only because it we leave ourselves in a lawless limbo, we may end up creating rules anyways without the legislative process like "TheDeadWest is annoying, no annoying people in our region ban him"

Yup also if we go ahead and announce it so that we do t get the whole Vogon it was in a basement near Alpha Centauri stuff, we make sure everyone knows the vote is coming up.
